基于层次模糊综合评价的PPP项目政府风险研究——以晋江下游生态整治工程为例

Abstract

随着我国经济的快速发展和城市化进程的不断推进，城市项目建设的资金需求越来越大，政府财政的负担也越来越重。政府采用直接参与城市建设与运营管理的传统模式不可持续。通过引入PPP模式(Public-Private-Partnership，即公私合营模式)，可以有效地解决长期以来政府遇到的基础设施建设所需资金不足与专业化管理能力不足的困境。但由于我国的PPP模式仍处于发展与探索的阶段，存在着各式各样的风险因素，现执行的PPP项目中也不乏有失败的案例，政府作为PPP项目中的重要参与者，对PPP项目的成败有关键的影响作用，因此十分考验政府对于风险的管理及应对能力。所以，加强政府风险管理研究十分的必要。本文...With the rapid development of China's economy and the continuous promotion of urbanization, the capital demand for urban project construction is getting bigger and bigger, and the burden on government finance is getting heavier and heavier.
